How do u determine whether to open up a levy and destroy all that's within flood basin vs letting water rise and flood areas?

Crazy. Read somewhere where the Army Corp engineers send a letter every year to the families living in that spillway that they "could" open those gates at anytime. Floods are no joke.

yep, it's why there is no flood insurance available if you live in a flood plain. Sorry, no more trick or treat handouts. Heard Texas has a bunch of wild fires and now crying for federal help, just last year their governor was talking about secession and how they don't need the federal govt. would love to see all federal bases and every federal dime takin from that hole, but look who has their bags open asking for more trick or treats in name of nasa, and space shuttles, and fire help, border solutions then bemoan the federal govt.
